I've only had consistent luck calling in calves. The cows I've called in have always been alone. Nothing special to give you here. Just make some cow sounds and usually the cow or calf will come investigate, if they are alone. If they are in a herd, forget it.
I am assuming you are talking about the unit 39 muzzleloader controlled hunt for cows, (sept 8-30).
Because that hunt is during the rut I would hunt it as if I were hunting for bulls. That time of year the bulls won't be far from the cows. Not all bulls will be with cows, but most cows will be with bulls. That being said, try a few locator bugles, and then just sneak in and harvest one of his cows.
