I had a chat with Dan about this as I think I'm going to give New Mexico a shot this year just for kicks. The application sounds pretty simple to do online. To apply for an elk tag, it basically costs you $65 for a Game Hunting License and then $557 for a basic either sex elk tag. This is all refunded should you not draw a tag, except for $13 which is the application fee. It looks like you will also need a $5 Habitat Stamp if you draw and you plan to hunt National Forest or BLM lands.
