Co ranching for wildlife?

Any idea why Colorado will not allow non-residents to participate in the ranching for wildlife hunts.
Are the property owners refusing to allow non-residents or the state?

I have no idea, I checked into it about 10 years ago, and that is how it was then. as much as CO wants our non-res money, you would like that we could hunt it too.
