some may disagree but most of the good NM units have gone way down hill. there is still good animals to be found but they are getting harder and harder to come by. overhunted? but for your question, 13 is a good unit if you can put in the time and effort.
My daughter drew a tag in 13 a few years back. Elk screaming at us just yards away, and we could not even see hair or bone. It was thick! Not all of it is, but this area was and maybe that is why we were into multiple bulls daily.
