Late season cow elk hunt in Utah

I have two of my brothers that I served with in the Marine Corps coming out from California this week to Utah for a late season cow hunt.  The hunt has terrain from the 8,000 to 5,000 ft.  The higher elevation is quakies and pines with 20 - 30 inches of snow right now.  The lower is junipers with 8 - 15 inches.  I have been told to stay in the lower elevation and work the junipers due to thats there wintering grounds, but I did some scouting today and ran into a brute of a bull by himself (as far as I could tell) in the higher elevation up in the pines.  What do you guys think?  They only have 3 days of hunting here.  Also, being that I found that bull, do you think that there should be some cows in the area as well?  Heres a picture of the big boy.  what you think he would score?

I would think that at this time of year of that bull is in an area with cows it would be coincidental.

That doesn't mean they wont be there but I wouldn't focus on that area just because of one bull sighting.

20-30 inches of snow is probably going to push cow/calf groups to lower elevations. This time of year I would be looking for food sources and large amounts of elk sign.
