Any one thinking about applying in Oregon that is a non resident should remember this. Outfitter tags will affect your chance of drawing a tag. Here is a prime example... a good friend (resident) applied with his brother (non resident) for a hunt in the Mount Emily unit a couple of years ago. Because they put in as a party this made both of them a non resident. There were only 2 non resident tags given that year in that unit. Even though both had 15 preference points each they could never draw because one tag all ways goes to a guide. So since one tag was all ready gone that meant my friends as a party would put the total number of non resident tags over the limit.
Be sure to do your home work if looking at Oregon. Sucks that you have to buy the out of state license before you can apply for a hunt...and no refund if you don't draw.
