Are you shooting or is he getting the pass?
Is there a different answer whether it's an OTC unit or limited entry?

I figured that was the case. If that was the situation, I'd take my chances and hold off shooting, just like you did there  :-D

I am shooting, with four days left in a 5 day hunt, better to be safe than sorry and elk steaks taste better than tag soup. I live in Montana, you never know what the weather may bring in those next 4 days also.

I would shoot with a smile on my face. Our freezer is normally getting pretty low on game meat by elk season. I never go elk hunting alone, so I would enjoy being able to help the others tag out and enjoy camp. The only exception would be if it was a drawn tag using preference points that had taken years to get!
