Wyoming elk unit - 23 vs. 25 vs. 120

First post on this forum...have respect for the elk knowledge on this forum and hope for some help.  I'm planning an early/mid Sept. archery hunt for elk in WY this fall and have 9 points.  Personal circumstances dictate applying this year, so will apply where I have 100% draw odds on Regular draw for type 1 tag.  For the region I want to hunt, have narrowed it down to 120, 23 or 25 and would love input on them.  Research shows good public land access, that elk may transition to private land early in the season and a mix of desert, lower mountainous terrain.  Which has better elk terrain on public land?  Which has better bull potential?  Do any require quads to access (don't have one)?  Any other info would be really helpful....thanks to anyone who can help.

 
If I read correctly 25 also includes 27.
Another thing I would double and triple check on 23 is access between the private and public. I've been seeing a lot of issues with a large ranch on in that unit.
 
Agree DTP on 27 going with 25...I read it the same way.  cnelk, I've not yet downloaded that GPS view, but will do that or use another service to check out terrain and get a bird's eye view of public/private and terrain.
 
TopRut will also show harvest stats and tag applicants - its a great tool
