Well its the first I have heard of it, but my home state of North Dakota is now starting to allow non residents to apply for a big horn sheep tag. Looks to be a little bit more expensive then the 3$ a residents applies for but could be a good chance in a random draw with no points for those seeking to go after one of these tags. ND typically has a 100% success rate on getting a mature ram. I would say on average only 5 tags are allowed. Just an FYI.....
