Dead on JJ. Elk may not be present when you scout in the summer. But if you find a good amount of old rubs in one area, bull will be there come rut.
 
Well I am somone that will be going to new grounds looking for these things. Do I look half way up the drainage area? possibly near spring fed creek areas where there could be wallows. On the edge of dark timber? or where can one concentrate his efforts in finding rubs. Last year I found mine right on the edge of feeding area and the wallows were actually half way inbetween where they were bedding. What are you guys finding, or say where to look?

I do the same.  I also look for wallows and anything that can be a potential hot spot come rut.  If you find a good spot set up a trail cam and see what you can get.
