I would say that Colorado is holding it's own, it doesn't have the big Wolf problem Yet. JMO

In My opinion Nevada!! IMHO the most under rated big bull state in the country!
New Mexico, Arizona, and Utah

Utah's LE areas have had the most bulls entered into the record book in the last 10 years and always produces some monster bulls.  AZ would be next, NV produces some Monsters but lets face it very few of us will ever regularly have these tags in our pockets.  For OTC Colorado has got to have the best herds and the most area that you can hunt.

The best state is the one that you typically know the best! Colorado has the highest percentage of elk in it, however elk populations are pretty decent in a bunch of states in the NW!

Uh...definitely Colorado or Utah. Definitely no Elk in Idaho. Nope none at all, you are best to not come up here.lol.

I pick Colorado I have had good luck there only been hunting Elk for 3yrs but have taken 2 bulls no record book but meat on the table.
