Wyoming general tag, have never hunted Wyoming before and my sons and I have drawn a general tag. We like to try a different state each year. We are looking at units 21,13,89 has anyone been to these units that could give some insight? thanks
 
Do your online research and boots on the ground if possible before the season!  You should be able to find out quite a bit on elk forums.
 
Thats great! I'm not remembering the details but if you're an out of state tag, I'm pretty sure there are certain areas, maybe wilderness forest, that you need a "local guide". Doesn't need to be an outfitter but just a Wyoming resident that meets some general criteria. Sorry my  info isn't too detailed but wanted to pass what I know along since it's not a typical part to think about when planning a hunt.

As you prob know, unit 89 is up there nearing grizz country.


The other two units have a ton of deadfall from beetle kill


Like mentioned, you need a 'guide' to enter wilderness areas. This can be a resident of Wyoming [limited to 2 people] or a registered guide [no limit]
 
The national forest in 13 and 21 gets a fair amount of pressure during archery and rifle.  Both contain a wilderness areas that you cannot access without following the guide requirements others have mentioned.  I can vouch for what cnelk has to say about the blowdowns in 21. 
 
I can second the blow downs in 21. Hunted there last year. It's a tangled mess. Lots of pressure, but there are elk there.
 
I know some about 89 as I grew up near there and have camped and recreated in that area.  There are a lot of elk in there but it is fairly rugged country so I'd be prepared to hike a lot and have the equipment to quarter and pack out your harvest.  Are you planning on doing Archery or rifle or both? 
 
Archery hunt. How is access ? We are getting a motor vehicle access map, would you use a four wheeler ? We have always either hiked in or used mtn bikes. Is there also alot of beetle damage in that area ?
 
I have hunted 89 the last 5 or 6 years and will hunt it this fall. I would recommend hiking or horseback, most of the area is straight up or down, so being in shape is a must. There is not a whole lot of beetle kill. I am a resident and will be hunting mule deer at the same time (mule deer rifle season opens September 15) after the 15th there will be a lot of deer hunters to contend with.(there are some monsters though) l hope this helps.
