Staying on the same level of the hill makes a big difference as well. Bugle and locate the elk then slip in with soft cow calling on the same line as the herd. Call and move ahead quietly as possible. I always try and remember elk make noise when they move too so if I can convince them with calling that I'm a cow coming into the bulls bugle a little noise coming in can actually be a benefit. I've gotten into the middle of plenty of herds this way.
